And using the ratings at the end of the game is definitely more accurate because the rating at the end of the game is potentially based on more information than the rating at the start of the game. This is the right way to do it.
Besides, it works both ways. You could start a game against a low-rated player and beat him after he's beaten lots of other people and increased his rating.

By the way, it's not too difficult to work this out for yourself: (their rating - your rating)/25 to your current rating (even if the subtraction gives a negative amount. Then add 16 if you win and subtract 16 if you lose. That's your new rating.
