I apologize if this is not the right place to ask this but it's not simple to find the correct place here.
How can I create a tournament with
-minimum rating and maximum rating (I wanna decide by myself)
-move cadence (e.g. 1 day/move)...

You need to not be provisional first (complete 25 games). Then a "Organize a tournament" link will appear on your "My Games" page. You can create the time restriction there.
