How & to whom should I report suspected engine user abuse. Thanks!

This is poorly documented on the website, but I am guessing that your best shot would be to send a private message to the administrator, a.k.a. miguel.
I suggest you make sure that you elaborate on the reasons why you think they're cheating. You should point out to games (giving game IDs for instance) where you think cheating might have occurred and what led you to believe there was actually cheating.
This is only my opinion and shouldn't be regarded as authoritative.

Please be careful about accusing, though. Personally, I do not use a computer engine (except sometimes for analysis after a game is over), and I can make some absolutely BRILLIANT moves, interspersed here and there among my errors. Unfortunately, the latter are much more numerous than the former...

I confess I use a twin cylinder 1400cc engine, but I never play chess with this engine.
