I asked for draw in games with many moves yet... to move may worsen the position. And so, i asked that. But if this is so in real chess okay so. Thanks for answers :)

Over the board, you can offer a draw at any time. Of course, it's rude to distract your opponent with such things on their turn. If you offer a draw on your own turn, your opponent is entitled to ask to see your move, first; and you can't take back the offer. The proper way to do it is to offer the draw after you have made your move, before pressing the clock.

I believe so. It should be that you make your move and 'offer' the draw, which is automatically accepted because of the 50-move rule. Likewise for three-fold repetition.
