I suggest starting "Super Elite Tournaments" with a rating floor of 2500 to play in the tournament(s).

since the players wich reached this rating could not play other kind of tournaments,exception openned to "auto-open" one,it would be achieved.
hence, the strongest players will not spend time against challengers without level to defeat them.
