One should be able to resign even when it is the opponent's turn. If you make a move and then realise it's hopeless, why put your opponent to the trouble of thinking out his next move when you are going to resign anyway?

I played on a high school chess team when I was in 7th grade. My opponent tried to resign but I told him he could not resign until it was his move. I had mate in 1. My team mates got a good laugh but were pleased that a 7th grader was helping the varsity squad.

There is no such rule on Fide's books. Moreover, since turn-based or correspondence chess is essentially the same as the sealed move in championship games, and since the likes of Karpov have notified the arbiter of their resignation even after making the sealed move, having realised their cause was hopeless, we, too, should be able to resign on Queen Alice even after submitting our move.
