Suppose a player has reached a position that he or she could hold against Topolov, but lacks the ability to finish before losing on time (perhaps due to accepting a game with absurd time controls). Can a player claim a draw by insufficient losing chances? Is there a way this site could support such a rule?

Does such rule exist somewhere else? Time controls are implemented for a reason, I don't think we should have rules that take precendence over that.

USCF Rule 14H
The general standard is that a player may claim insufficient losing chances when he or she is short of time, but holds a position in which a C player would have little chance (less than 10%) of losing to a master if both had sufficient time.
The rule applies to OTB play. In most correspondence, a player never faces a sudden death time control, so the rule is moot. However, with the sudden death time controls on this site, there might be cause for such a rule.
Perhaps when a player has one day or less remaining, he or she could request adjudication.

I do not agree with adjudications... Not because it is fair or not, if you keep in mind that any rule applied to both players are fair.
The main problem is that need a lot of effort to work, i.e, the site will need adjudicators, human intervetions are not always all right, and so on...
So, keep it simple: the time control is the priority. Keep it in mind when you play, and you will remember you (or your opponent) may loose on time. This is fair enough.

Adjudication may be necessary, unless the site itself in set up to automatically award draws in certain circumstances. For example, if a position has occurred for the third time.
Some sites automatically award a draw when this occurs. The USCF rules, and the FIDE rules state that such a game is drawn if a player makes the claim.
It is not clear to me how this site handles such a position. Ideally, I should click the box "claim (or offer) draw" and make the move that repeats the position. Then, no action by my opponent should be necessary. The game is drawn by the laws of chess.
Lacking such site functionality, adjudication offers relief.

One must claim the 3 move repitition draw, even at ICC, though it will automatically award AFTER the claim has been made but not before.
At this site, and other correspondence type chess sites, one must make the draw claim to the opponent and also notify the webmaster so he can check it before adjucdicating. ICC, does this more or less automatically once the player makes the claim by clicking on the draw button - a program checks the game almost instantly to verify the claim and awards the game if correct.
Wulebgr: I would offer DRAW to my opponent and then contact Miguel with my claim so he could check it out.
