Could the site have the ability to allow its users to create their private tournaments?

Something like GameKnot's mini-tournaments? I completely support this. This allows me to play in a tournament with 4 other players where I can set the parameters. It's a great way to meet many stronger opponents at once. Thematic tournaments would help one learn more about one's favourite opening.

That's exactly the problem, and I would think it'd be intuitive that the option of organizing the people and making the pairing myself is available. :) I want that done automatically, so all I have to do is name the tournament and invite the people.
