i propose that if you time out a game that you should get an option the reinstate and continue the game! the timing out still effects ratings of course! but if you reinstate a game you carry on the game and the continued game is rated too!!
( if it was a rated match of course)

A loss by time-out is a loss by time-out. If you reinstate the game, you may lose again.
However, you may be interested in seeing how the game would have turned out if it had not ended in time-out. In such cases, an unrated game would be appropriate.

You can start a new unrated game using the last position of the timed-out game.
