Not sure if I'm not understanding the second rule, but I think that is exactly what we have in place, with the only difference that the maximum distance is 400 ELO points and not 500.

Miguel, I thin he wants this rule to affect non-provisional ratings too. That's what I understood, at least ;)

Gambitshark's concern is players "fixing" games.
I believe there are better ways of addressing this without causing excessive collateral damage (limitations on legimate players).

I don't think established ratings are a big issue, they aren't as volatile as provisional ratings.
