Yes, it is a Filipino, Efren "Bata" Reyes. The second place ranking is also a Filipino, Francisco "What's his last name"? Is it Nepomoceno? The Filipinos are number 1 and 2 in the world when it comes to Billiard.
There was also an Action Star in the Philippines when I was appearing in the Philippine Movies by the name of also Efren Reyes. He was the Movie Action Star until his death before Fernando Poe, Jr, (FPJ) became the Philippine Action Movie King.
