I vote for kasparov and kasparov. I will let you argue if that counts as 2 votes, 1 vote or 19 votes. 
I think botvinik deserves consideration. He was World Champion for many years.
Fischer was the most amazing. But he won zero games as world champion. I think the chess community expects the world champion to play in tournamnets. He let us down.
Regarding the debate on totaling votes. My ballot should count as 2 half votes for Kasparov
