What's the K-value that you use to calculate the ELO of the players?

This site doesn't use the Elo rating system so there is no K-factor.

I have made a calculation of a game mine, and I used the K-value 13 and matched with the results here!
So, what kind of rating system is used here?!
And where I can find some algoritm that do it?!
