ELO rating system only gives you an idea of where you rank within a population (i.e. those you play agianst). At the extreme if you just play with your mate, then one of you will get a high ELO and the other a low ELO, even if you are both FIDE 2000+ or FIDE 1000-. Elo type ratings cannot be used to compare different populations.
