Yes. I would say that a person should only be able to enter a tournament once they have finished 100 games or more. If you had someone enter a tournament that is unrated, he could be very a very good chess player. So to enter a tournament you should have an established raiting. Also on the down side, it would be very hard for a new person to play a lot of games at once but some people can play a lot of games at once. But like myself I can't keep track of all of those games so it would be harder and take longer for someone like me to play at least fifty games to be able to have an established raiting.
