I consider it rude to give your opponent hints during the game or to question his play. This includes telling him he should resign.
Anyone who plays a rook or more down with no compensation or complications on the board deserves only one treatment, that is, never play against them again.

Considering "resigning" was put in as a facesaving feature to end a game compared to an ego busting, brain jarring checkmate. QA has a feature that hints this when the situation occurs.

At least in 2 of my games. It comes out an "callouts". I was uneasy because the comments did not reflect my style and my opponent might be offended.
