Ah, the USCF... the non-specific worldwide US organization, right?
Your better shot would have been with FIDÉ, really.
Anyway, for your method to work you'd need to make sure that the variances in both population are not significantly different, say by the means of an F-test.
And there's no way in my mind that the variances are not significantly different.

Well, I think that we can be much better here because: 1) we have more time to play a move; 2) we can move the pieces, before make the real move (in live, we can´t do that! lol). So, sometimes, when a player makes his moves like playing blitz, it´s because he has analyzed all the sequence moving in his table, before the choice of the first move that started that sequence (I do it frequently). In real life, playing a tournament, I don´t have this option, so, it´s bad for me...
