1.Players dodgers make new accounts (the same person has more than one account) to manipulate tournaments and increase your Ranking (Rating).
(The same person or player resigns in the first move.Player plays against himself).

2.Players dodgers use chess programs to help to analyze the games.

The question is how to detect them?

It is impossible to detect those who use analyzers to help their game. Those who have multiple accounts it is easy for the developer. He can easily detect the IP Address of the user. He can then make a decision if the 2 user accounts are the same. It is possible for 2 different people to play on the same computer so you can't just ban them if on the same IP address.

But it will flag them as suspicious.

My solution is this for the developer:
If player has same IP address as another, it is possible but the game will be unranked. No score will be allocated.

You can't do that. Because of dynamic allocation of IP addresses, any two people who use the same ISP may connect from the same IP address at different times. Any two people who connect through the same wireless hotspot will probably appear to Queen Alice as having the same IP address, even if they connect simultaneously. Because of the use of caches, any two people who work for the same company or study or work at the same university may appear with the same IP address, even if they connect simultaneously.

How often do 2 people have the same IP address. One person multiple accounts is likely to have the same IP address very often.

Is it possible to know the post office address that goes with the IP address?

There are other reasons to have 2 accounts.
for example one account 10d/a second acount for 7d/m. That would allow one to discover if the play much higher at one time control.

one account for black a second account for white whould allow one to know thier rating for each color. This goal could be achieved with only one account. by playing 100 consecutive games with one color than the other. Or by calculating your rating manually for each color. or by using your stats and some clever mathematics.
