Why is not possible offer draw without move?

Because you may offer draw in your time to move. Like in real chess, with a chess-clock controlling the time. The order is: 1. make a move; 2. Offer Draw; 3. confirm move; 4. opponent will decide to accept or not.

Logically this is not possible as someone's time must be running at all times. The rule system has taken this into account. If you don't move it is your time that is running so the other player need only wait for time to run out and claim the game.

I thought you could ask for draw in the beginning of your turn (without having moved). Thanks

ok. In the first moves, we have the possibility to cancel the game, later, only offer draw.

If the game is a tournament, only offering draw.
