This is a feature I have encountered on ChessWorld.net, and a similar process occurs at Wikipedia (which is not a chess site).

On ChessWorld.net, shortly after joining, I was welcomed by a member named PiedPiper who then challenged me to a game. On Wikipedia, shortly after joining, an experienced member left a note on my talk page, welcoming me and posting some useful links.

This apparently works by having a list of recently-created accounts, and having established members monitor the list and welcome new members. While some may choose to do welcoming occasionally, Wikipedia has a Welcoming Committee for dedicated welcomers, and to set procedures for welcoming.

As QueenAlice seems to have a very strong focus on the community, I believe a newcomer welcoming feature/procedure would further increase the community spirit of the site. It will make it easier for newcomers to start playing and making friends. This will encourage them to stay on the site, and the welcomers can also show the newcomers around.
