There is still 1 open question: how many players will be qualified from each confirmed tournament?
Suggestion:
3 players from groups with >16 participants
2 players from groups >10 and <=16 participants
1 player from groups up to 9 participants
(define what happens in case of ties)
miguel should eventually enable to allow a few more players than 20 for the WC final.

The first idea is to qualify only the winner. There is no tie in tournment. The tie-break will allways define the winner.
Because we are going to play a swiss tournment, there is no way to garantee that 2 players from the same country will not play against each other. That would wast one entire round for this 2 players, that should be playing and exchanging cultural toughts and friendship with other countries. :)

If I can suggest one thing, why don't settle more than one World Tournament? So we could have the champions of each country playing what we could call "1st division", or "Champions League", and then the 2nd and 3rd, for instance, playing 2nd and 3rd divisions.
I don't know if it's feasible or interesting. But if you thik so, I'm ready to help.

What about the proposal of dilucia.
I thing it´s very interesting to have the possibility of organizing a 2nd and 3rd division within the I World Championship

I agree with dilucia and gerchurches, that is good idea, gives more posibilities to mayor number of player of diference level discuse a world's championship
