That is because it is considered NORMAL for a high rated player to beat a weaker one. For example, there were players with a lower rating than mine which I have defeated but for which I gained no rating points.

no the person could be rated 500 points lower than me and be provisional and if i lose, i don't lose any points. it is only possible to GAIN rating points from playing provisional people.

Refutor is right. I've lost many games to lower-rated provisional players, but my rating does not show it (which means that I'm worse than my rating suggests); this institutionalizes some rating inflation. Miguel's idea in this is to encourage us to play those provisionals who are lower than we are, by removing the rating risk for us. This is a good idea in that sense, but not in the other. I don't know a solution, though. I would suggest Miguel leave it as it is.

My thinking is that without this "protection" most established players will avoid playing low or unrated provisional players, so your rating will be inflated anyway.

Well there could be still some sort of protection if there is a limit to the rating loss against provisional players, say maybe 1-5 points.
