Years ago I played postal chess (for those that don't know...we used post cards sent through the mail) for Chess Review (Al Horowitz' organization) and the practice was that after two years play unfinished games were "closed out" and recorded as a double forfeit. You could submit your game for adjudication and claim a win or draw but you had to supply some analysis to back up your claim. It prevented players from dragging games out forever. Don't know if such a system would work here or how much trouble it would be. If things get too complicated here, it may start costing money to play!
