Is it illegal to deliberately lose games by resigning on the first move in order to keep a rating low? One of the members of a tournament is doing this: http://www.queenalice.com/game.php?id=930020
S/he is clearly a much better player than the 1300 rating suggests.

This player defeated a friend of mine who truly is a beginner in one of the beginner-level tournaments. He then challenged my friend to 3 games and immediately resigned, causing his rating to drop from around 1340 to just below 1300. It looks like the goal is to continue to qualify for beginner's tournaments.

Although Newton is obvious in his strategy, I don't think it is enough yet to bring out the pitchforks. He has not even won a tournament yet (but is about to). There is a chance that he will move on when that happens. If you want to go after every sandbagger on this site, you'll be very busy for the foreseeable future!

Bluetooth is of course the most infamous example but that account has never been used to win a tournament despite entering some. My belief is that Bluetooth is just a mechanism to free up Open Game space with a secondary function of hunting computer-assisted players ... a preemptive tool.

On my unofficial tournament pages, I have started removing names (while leaving the stats) of serious offenders but even for me, Newton only rates as one to be watched. Only if he stays in the beginner tourneys for an extended period, to rack up many wins, will I add him to the 'name removed' list.

another approach is to create a point system to denote abuse. Actions that we nearly all think is unacceptable cuould be assigned a point value. A player who gets too many points in a short amount of time could be punished. Some punishments might be temporary.

Ofcourse it might be too difficult to implement such a system.

What's annoying is the way it skews the (my!) ratings. If I lose to a player rated 200 below as opposed to one rated 200 above, won't my rating drop further as a result?
