not necessarily. One can be more than a piece down, with no attacking potential, but still have reasonable DRAWING POTENTIAL.
should black resign this position?
Actually, I'm just trying to use this thread to see if I can post a chess diagram correctly.

If you have a forced mate, you can send the whole sequence as conditional moves in regular CC. Here, a text message with the info would seem appropriate. I see no problem with stating "mate in 16" if it is forced, and have done so. Whether my opponent wishes to play until mate is realized, or resign, is entirely up to him or her. I cannot in clear conscience suggest the appropriate response to this information, but I can let my opponent know that I will not blunder in such a position.

You can let your opponent choose the way he like. For the opponents that are playing because he hopes you will make a mistake, than telling that will make he resign early.
For opponents that want to see the last move, you cannot tell him to resign, and should play to the end. But even this cases, there are opponents that will resign after he saw on an offline board the sequence you told. If he wish just to see the line, he will be happy you just told him, and will resign.
And if he think your line is not forced, he can try to play. It is his right.

The ONLY way to make an opponent resign is to win the game by force.
Every opponent has the right to continue a game until mated. Some players, usually the less experienced, will continue with one purpose in mind: TO LEARN HOW THE OPPONENT PLANS TO WIN.
Now for the arrogant self-important player this is annoying. And these chess players give themselves away by improperly asking a player to resign. Such requests are absolutely inappropriate and would never be made in official over-the-board tournaments. Nor would they be considered in correspondence play.
I would think all real chess players would know and understand the rights of an opponent to continue a game to conclusion!
