A tournament directory (TD) must the ability to suspend, declare a win, loss or draw on any game in his/her tournament. He must also have the abilty to withdraw and return a player to the tournament the only feature he should not have is to delete a game. If these features are not available then there is no need for a TD just let the computer (system) do everything.
The issue of a bad or good TD, as with all things you will have good and bad, the good thing is bad TD's will not last long, and as I stated above if they dont have the ability to delete it is pretty simple to fix mistakes.
