I'd like a solid and simple defense to the Scandinavian, since that's the only puppy to completely disallow KIA, which is my opening of preference. Any (nice) suggestions?

At your level most people would be playing scandinavian to make you uncomfortable. I'd look into returning the favour by declining. While it might not be the best way to respond it's more likely to put you both on even (out of book) footing.

whyBish, I usually decline it, playing 2. Nc3, expecting 2...d4, and then responding 3. Ne2. Think this is okay?

I'm not a big e4 player as white, but after 3 Ne2, e5 looks to give black a nice centre. My gut instinct would be to expect 4 f4, but that doesn't look so flash long term? Do you have a plan for 3..e5?

Ya, I would say that the thing I hated most when I used to play the Scandanavian was the "declined" option and the terrible closed game that followed; I would guess that most Scandanavian players are looking for excitement and the "declined" option will take the wind out of their sails.
