First off, thanks for the clarifications that you guys have provided. I guess I was comparing data apples here with data oranges that I know. Good to learn something new.

Now, I understand your concern that lower-rated players should be given some latitude in terms of being a bit lenient in timed-out games. But in my opinion, it does more harm than good, and it may encourage a bad habit that I will explain further. I think the possible reasons why a lower-rated player (or any player for that matter, where applicable) might time-out would include:

Reason 1. He was playing too many games
Reason 2. He was losing, and simply gave up, and let the time drift thereby delaying its effect on his rating

Now, you give him more time. What message does it send? That somehow, all is well. He doesn't begin to analyze his situation why he times out in the first place, if it's a case of Reason 1. If it's a case of Reason 2, then I suppose he's not acting in the proper decorum of a game, the more the reason I should claim a win. So, in either case, claiming timed-out games can produce some good results in the form of introspection/analysis of behavior, and instilling a sense of responsibility to move in games even in the face of defeat, maybe forcing the player to think in terms of alternatives to defeat like a stalemate, or even a one-shot chance to get back (I did that once, down by a Q and a R and still checkmated my opponent in less than 20 moves, aided by my opponent's overconfidence in trying to checkmate me with just a Q).

Like you said, some mishap may have happened in one's life. In my experience here in QA and other sites, that has been a very rare situation. I never encountered it here, and only encountered it in another site once for a total of two games. And I hope I do not encounter it more often. Actually, I hardly find opponents that time-out here or elsewhere. And somehow, I won't attribute that to people being lenient about time controls. So, in my opinion, this "mishap mentality" may be more of a hindrance than a help that one intends it to be.

As for reminders, I rarely use them, for the simple fact that people should know what they should be doing in the first place. You entered tournaments with time controls, don't expect me to be the guardian of your rating: after all, I am on the other side of the board. Again, a sense of responsibility. The only time I think I used reminders are for newbies, which are denoted here as those with provisional ratings. And even so, I check their games if they already finished a couple of them, and/or they are currently moving in some games where they are more favorably positioned. And if they did, I claim games when they become due. I graduate them from being newbies faster than the system would lol

I rarely play OTB, but the above disciplines I think is so much a part of OTB that one hardly think of doing otherwise. It's understandable that commonplace discipline in OTB can be a bit vague here in CC. Of course, CC is still a venue to unwind, but not a venue to be complacent at the expense of others.

I would agree on the point that not claiming games probably sends a bad message so one might get the idea that it's okay to run out of time without consequences. I think this means you've convinced me against not claiming. :-D

I normally send reminders only when there's a day or so left for a move, otherwise I consider it to be a nuisance, as you said it, people should know what they should be doing in the first place.

Usually, Google will usually find a translation of such quotes into English if you put the quote into the ordinary search page (not the translation page).
