oh yeah sure! such slight differences could well differentiate between foes and allies.
Every body has got his own way of tackling games.Israel never threatened Iraq, bombed her nuclear shipments.Isarel never threatened Pakistan but tried to launch a same type of mission against my homeland.
Compare these with moves of Hitler right after sigining famous 'Treaty of Mutual Coporation ' with the former USSR, they ran over each other.
Before Iran Israel was the only one possesing Nuclear warheads in Middle east.Now dont u think it seems balanced ?

Violent countries run by madmen are not balanced! You are trying to twist facts here.
If a man has a gun at his side, you ask why he has it, he states it is for protection. If you place his life in jeopardy he will kill you with it. If you leave him alone every thing will be fine.
If you meet another man, he has a gun, says he desires to kill you because he doesn't like you.
Which one had you rather meet?
Iran wants to kill with their nuclear weapon because they hate.
